Under the Ministry of Education bill Government takes control of teaching
GUSTAVO MENDEZ EL UNIVERSAL The Ministry of Education and Sports bill -the result of the third session of February 5, 2005- endorses the government full control concerning incorporation and promotion of teachers, as stated in item E, article 10, of the "Ruling Principles of the Bolivarian Teaching State." Also, it provides for intervention in the case of class interruption for unjustified reasons in public and private schools, in order to ensure "full right to comprehensive education." José Luis Farías, an opposition deputy for political party Solidaridad and Vice-President of the National Assembly Education Commission, labeled the proposal as "outrageous". "The teaching state became a controller that transgresses teachers' right to protest. Surely enough, class interruption will never be justified for the government." The lawmaker also questioned potential imposition of the "compulsory school service," regarding the students' "duty" to take part in annual community events, school service and unconventional educational projects. Farías warned against indoctrination, in reference to article 27, that provides for compulsory dissemination of "Bolivarian ideals," as well as the subject matters related to economic, social and political development. Additionally, standard 11, item b, establishes that the family should help educate human and nationalistic values, with the needed support "provided by the state through policies, programs and aid." |
