* President Hugo Chávez asked the Chair of the National
Assembly Cilia Flores (ruling party MVR) to search the Constitution
and find any mechanisms allowing for temporary or permanent
removal of popularly-elected mayors or governors who fail
to meet their duties.
* Chávez said that planned reforms to the Venezuelan
Constitution should address the inclusion of the Community
Power among the branches of his intended socialist state.
* The Venezuelan ruler said current railway and subway fares
are likely to drop, in an attempt at encouraging use of public
transportation.

The Venezuelan government has tried to give people multiple explanations of the upcoming electricity collapse. The menu includes, among others, El Niño climate phenomenon; disinvestment in the electricity area ascribed to the "Fourth Republic" or "sabotage" in powerhouses perpetrated by opposing coupsters, and imperialism.
